Konami has recently showcased the PC version of Metal Gear Solid: Ground Zeroes during a livestream. In case you missed it, there is no reason to get upset as IMGUR’s member ‘TheJackdaw’ has captured two images and shared a comparison between the PC and the PS4 version. As we can see, there is massive increase in the game’s LOD values, and there are also some additional effects. In addition, NeoGAF’s member ‘deeptech’ has shared an image showing the PC graphics options that will be available in it.
Regarding the PC Graphics Options, here is a translation (from top to bottom):

Metal Gear Solid: Ground Zeroes on the PC will sport increased number of simultaneous light sources, increased number of models displayed on-screen and increased shadow resolution. In addition, Konami might implement be some NVIDIA features. Also, it appears that the game will support Screen Space Reflections (as they are noticeable in the second comparison).
