John Hardin, PR manager for Atlus USA/SEGA of America, has re-confirmed the platforms for which Persona 5 and Yakuza 0 will be coming to. According to Hardin, both of these games will be coming exclusively to PS3 and PS4, and there are no plans for a PC version.
Persona 5 platforms: PS3, PS4.

Rumours of Yakuza 0 coming to the PC surfaced back in January 2016, when TSSZ News claimed that Yakuza 0 (among some other titles) would eventually find its way to our platform.
Those rumours were strengthened even more in September 2016, when Yakuza 0 was listed as a PS4 console exclusive title, and not as a PS4 exclusive game. SEGA was quick to react, claiming that a PC version was not in production.
And this is precisely why we haven’t posted a new rumour that hinted towards a PC release for Nioh. Nioh has been listed from Sony as a PS4 console exclusive title in its latest PS4 commercial. However, in that very same video, Nier: Automata – a game we already know is coming to the PC – is listed as a PS4 exclusive game. As such, there is really no point trusting that particular video regarding a potential release of Nioh on the PC
