Call of Duty: Black Ops 3 is a highly anticipated game and Treyarch’s Director of Development has talked about the game’s graphics, the possibility of releasing mod tools, as well as some special options that may be included in it.
As pcdev claimed, Treyarch is not done with the graphics features that will be included. As a result of that, the team cannot discuss about its PC requirements, or what it will look on max settings.

When a fan asked whether the PC version will feature a Texture Upscale slider like in Battlefield or whether it will offer the ability to render different resolutions in window mode, pcdev replied that Call of Duty: Black Ops 3 will include similar features.

Regarding the possibility of releasing mod tools for Call of Duty: Black Ops 3, pcdev admitted that this is something he’d love to see happening. However, it is too early to say whether such a thing will happen or not. Still, the possibility of releasing mod tools for this new COD seems possible (at least for now).
@KVennie I would love to release modtools. It would be big project. We won't know if it is feasible until the game is much closer to done.
